New Haven Register, Notice City of Derby WPCA Sewer Bills Notice is hereby given to the Taxpayers of the City of Derby that the WPCA sewer use fees for July 1, 2015 – June 30, 2016 were mailed the end of August with a due date of September 1, 2015 for the first half. You will have until October 1, 2015 to pay these fees without penalty. Fees become delinquent October 2, 2015 and will be subject to interest of 1.5% a month from the due date. The second half will be due March 1, 2016, you will have until April 1, 2016 to pay without interest. Fees become delinquent April 2, 2016 and will be subject to interest of 1.5% a month from the due date. You will not receive another bill in March. New Haven Register, LEGAL NOTICE: TOWN OF HAMDEN, CT NOTICE OF AVAILABILITY FOR PUBLIC COMMENT HAMDEN OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) PROGRAM YEAR 40 (2014-2015) The Town of Hamden is required to file, with the U.S. Department of Housing and Urban Development (HUD), a Consolidated Annual Performance and Evaluation Report (CAPER), which details the expenditure of Community Development Block Grant (CDBG) funds and evaluates accomplishments achieved during the Program Year 40 (2014-2015). The following is an outline of activities undertaken and funds expended during the 2014-2015 Program Year: PUBLIC SERVICES - $ 56,729 Funds expended for education programs, child care, elderly and youth services, legal assistance, crisis intervention and other essential services. REHABILITATION SERVICES - $ 215,082 Funds expended for single and multi-family residential rehabilitation grant/loan program. Including but not limited to: emergency roofs and furnaces, energy upgrades, code violation repairs, and lead paint abatement. CODE ENFORCEMENT - $ 449 Enforcement of Town’s Housing Code in CDBG target area. Housing code complaints addressed when QVHD not available BLIGHT REMOVAL - $ 767 Blight removal program of graffiti removal, sidewalk cleaning, site remediation, lot seeding, and litter cleanup PUBLIC FACILITIES/ADA - $ 11,307 Public infrastructure projects, including: ADA curbcuts and sidewalk reconstruction and other public improvements in the target area FIRST-TIME HOMEBUYER PROGRAM - $ 30,000 First-time homebuyer grants for applicants investing in Hamden homeownership in target area neighborhood. FAIR HOUSING/FAIR RENT – $ 323 Provides fair housing services and maintains compliance with affirmatively furthering fair housing. PROGRAM ADMINSTRATION - $ 74,641 General management, oversight, and coordination of grant programs and funds. COMMERCIAL CORRIDOR - $ 1,950 Commercial Façade Improvements and new business sign grants in Target Area ____________________________________________ TOTAL OF EXPENDITURES - $ 391,249 Due to the nature of the activities, their beneficiaries, location and the income-eligibility criteria used in the program guidelines, the Town has estimated that approximately 99% of the funds expended subject to the low/moderate benefit calculation served low/moderate income residents. All activities are consistent with the priorities identified in the Town’s Five-Year Consolidated Plan. The Town’s CDBG program strictly follows the national objectives outlined for this program by HUD. Those objectives include: 1) activities principally benefiting persons of low to moderate-income; 2) aiding in the prevention and/or elimination of slum or blight; 3) meeting urgent community needs. The primary goals of the CDBG Program are as follows: 1) to provide decent housing, 2) to provide a suitable living environment and 3) to expand economic opportunities. No displacement occurred as a result of these activities. Short-term relocation is addressed in the Emergency/Lead-safe Housing. REQUEST FOR PUBLIC COMMENTS In accordance with the Town of Hamden’s Citizen Participation Plan, the public is invited to comment on the content of the Consolidated Annual Performance Evaluation Report (CAPER) within fifteen (15) days of the published CAPER Summary. Copies of the Plan will be available for review from September 16th 2015 through September 29th, 2015 at the following location: M.L. Keefe Community Center Office of Housing & Neighborhood Development 11 Pine Street Hamden, CT 06514 The draft report can also be reviewed online or downloaded from www.hamdencommunitydevelopment.com All comments must be received by September 29, 2015.
